Re-registration after moving in Germany – deadlines, documents and penalties for late registration

Moving house is not just about boxes, contracts and bills. In Germany, the registration of residence must also be observed – as a rule, the change of address after moving must be reported within 14 days of moving in. This applies both to moving to another city and to changing apartments within the same municipality. Check when re-registration is required, which documents should be prepared and how much a late notification can cost.

Change of address after moving – how much time is actually available?

For registering a new address after moving in Germany, there are 14 days from the actual move-in to the apartment. This is important because the deadline should not be postponed indefinitely. The authority primarily considers when residence at the new address began. If the keys were handed over earlier, but the actual move took place only a few days later, in practice the decisive factor is the time of moving in, not the mere signing of the rental agreement.

Registration after moving takes place at the registration office, usually at the Bürgeramt, Einwohnermeldeamt or Bürgerbüro. The Bundesportal states that a move within a municipality or city, or even a change of apartment in the same building, should be reported within 2 weeks. The same service also points out that delays can cause problems, among others, with vehicle registration, obtaining a driver’s licence, a certificate of good conduct and the updating of documents.

The simplest rule works best: book an appointment at the authority immediately after moving, even if the earliest available visit is later than 14 days. In many cities the appointment calendars are fully booked, and the authority may take a more lenient view when it is clear that an attempt was made to comply with the deadline. After registration, do not assume that the new address will automatically be updated everywhere it should be. Create a short checklist and update the details immediately, among others, with the bank, employer, insurance provider and – if there is a car – at the Zulassungsstelle. Registration only updates the population register; it does not replace all other administrative steps. It is best to do this in the first few days after moving, before an important letter or document is sent to the old address.

Registration after moving – which documents should be prepared before the appointment?

For registration after moving, the main requirements are an identity document and confirmation from the landlord, i.e. the Wohnungsgeberbestätigung. This document confirms that the person has actually moved into the specified property. Without it, the authority may refuse to accept the notification, especially when renting an apartment, a room or living as a subtenant. The Bundesportal identifies the Wohnungsgeberbestätigung as a required document when changing place of residence.

The list is short, but on the day of the appointment it can save a lot of stress. Prepare:

  • identity card or passport,
  • Wohnungsgeberbestätigung from the landlord, property manager or main tenant,
  • registration form, if the authority requires it to be completed in advance,
  • appointment confirmation, if the booking was made online,
  • details of all persons who live with the person and are subject to registration.

The most common problem arises when the landlord delays issuing the confirmation. This should not be left without a response. Request the document by email or SMS in order to have proof of contact. If the appointment at the authority is approaching and the confirmation is still missing, take the correspondence and explain the situation. German regulations provide for the landlord’s involvement in the registration procedure, and electronic registration also requires the landlord’s details and – in the case of a tenancy – the submission of the Wohnungsgeberbestätigung.

Online registration of address after moving – when is it possible without a visit to the authority?

Registration of address after moving can now in many cases be completed online, but it requires a profile with electronic identification function and the relevant documents. The official electronic Wohnsitzanmeldung service states that the new address can be reported digitally, and that it is also possible to update the details on the identity card or eID card as part of the procedure. Among other things, the Online-Ausweis function, the AusweisApp and a 6-digit PIN are required to use the service.

This is a good option if waiting for an appointment at the Bürgeramt is not desirable or if the authority in the municipality is overloaded. The process takes place in stages: log in via a high-trust-level account, confirm identity, check the data from the register, enter the new address, provide the move-in date and, in the case of a tenancy, add the landlord’s details and attach the confirmation. After the data has been checked, a digital registration confirmation is received, and the address update on the document can also be completed online.

However, it should not be assumed automatically that everything can be handled online in every case. The service depends on availability in the respective municipality and on whether the technical requirements are met. If there is no active eID function, PIN or suitable application, arranging a traditional appointment may take less time. The most sensible approach is to do both in parallel: check online whether the service is available for the address, and if not, immediately book an appointment at the authority. When moving house, what matters is the speed of response, not the mere assumption that the matter will resolve itself.

Penalty for missing registration – how much can a delay cost?

For a delayed change of address after moving, an administrative fine of up to 1,000 euros may be imposed, but for a minor delay the penalties are often significantly lower. The Bussgeldkatalog states that exceeding the registration deadline is treated as an Ordnungswidrigkeit, i.e. an administrative offence, not a criminal offence. The maximum fine for failure to comply with the registration obligation can amount to up to 1,000 euros.

However, this does not mean that every person who is a few days late will immediately receive the maximum penalty. In practice, the amount of the fine depends on the authority, the length of the delay and the circumstances. The Bussgeldkatalog states that in the case of minor delays amounts in the range of 10–30 euros often occur, whereas longer delays may result in a three-digit fine. The same service points out that if a quick appointment at the authority was not available due to administrative overload, the official may waive sanctions.

The worst strategy is silence. If the deadline has already passed, book an appointment as soon as possible, prepare the documents and explain the reason for the delay calmly. If the problem was the lack of available appointments, show the booking confirmation or screenshots. If the landlord was at fault, bring the correspondence concerning the Wohnungsgeberbestätigung. Late registration of the address after moving is better than waiting any longer, because each additional week works to the disadvantage of the person concerned.

No. When moving within Germany, it is sufficient to register the new address. Who can issue a Wohnungsgeberbestätigung?

The document is issued by the Wohnungsgeber, usually the owner of the apartment or the property manager acting on the owner’s behalf. In the case of subletting, this can also be the main tenant who makes part or all of the apartment available. The confirmation should include, among other things, the apartment address, the move-in date, and the personal details of the persons being registered.

What should be done if the owner does not want to issue a Wohnungsgeberbestätigung?

It is not advisable to wait until the registration deadline expires. If the owner or another authorized person does not provide the confirmation in time, the Meldebehörde must be informed immediately. Messages or emails requesting the document should also be kept, as they can confirm that an attempt was made to fulfill the obligation on time.

Is the tenancy agreement sufficient for changing the registered address?

The tenancy agreement alone generally does not replace the Wohnungsgeberbestätigung. For registration, the authority requires confirmation that the move into the specified apartment has actually taken place. For this reason, it is best to request the Wohnungsgeberbestätigung immediately upon receiving the keys.

Can the change of registered address be completed entirely online?

In many cases, yes. The electronic Wohnsitzanmeldung makes it possible to report a move without visiting the authority in person. Required items include, among others, an identity document with an active Online-Ausweis function, the corresponding PIN, the AusweisApp, and a user account. In the case of renting, the Wohnungsgeber’s details must also be provided and the Wohnungsgeberbestätigung submitted.

Can the entire family be registered at the same time?

Yes, joint family registration is also possible online if the family members were already linked in the Melderegister and are moving together to the new address. This applies to spouses or registered partners and their minor children. Registration of children under 16 is the responsibility of the person into whose apartment the child is moving.

Is registration always required for a short stay in another apartment?

Not always. A person who is already registered in Germany and occupies an additional apartment for a period not exceeding 6 months generally does not need to register it separately. For a person who normally lives abroad and is not registered in Germany, special rules provide for a registration obligation after a stay exceeding 3 months.

What penalty applies if the new address is not reported on time?

Failure to fulfill the registration obligation or reporting the address after the deadline constitutes an administrative offense. Under the Bundesmeldegesetz, the fine can be up to 1000 euros. This does not, however, automatically mean such a fine in every late case—the authority assesses the specific situation and the circumstances of the delay.
